Hmmmm.... so for {1}{w}{u} draw a card and tap a creature, scaling up to five for a cmc of seven and an evil colour cost? Probably fair. Doesn't seem all that white, though.

White can tap creatures and blue can draw cards and both traits overlap into the other colors somewhat often.
