You clearly copied the text of Public Execution, but in your version there is no mention of an opponent in the first sentence. That means, "that player" in the second sentence makes no sense; there is no player mentioned before to refer to after all.
I'd say "Each other creature that creature's controller controls" etc.
Also "-2/-0".
I can see how a tribal version of Public Execution would be cheaper, but is it common?
