Since each Treasure token equals one mana by default this is a weaker version of for "When you cast this spell, draw X cards, then discard a card at random."

If you say the random card buys you a 2/1, then that's roughly Mind Spring, so probably not overpowered. You don't even get to redo the card draw by flickering thissince it works only by casting the spell.
