Strictly better than Diabolic Tutor. If it's uncounterable, it should cost more, not less. Definitely needs at least {2}{b}{b} in addition to extra cost.

It's on purpose, but I still think it's a bad choice to think Diabolic Tutor is so bad it needs two upgrades.
