The rules could be condensed if they were "When ~ enters the battlefield, sacrifice it unless you return two target creatures to their owner's hand."

It would not work the same way it does now.

To clarify, if there aren't two creatures on the battlefield in the first place, the ability doesn't trigger, so it never resolves, so you really don't have to sacrifice the Eel.
