Instructions on sorceries are followed in order, so charge counters would indeed win out.

Speaking of which...why is this a sorcery?

Because I wanted this to simplify (or confusificate, whichever) counters forever!

If it's to simplify, then it should probably also add "Whenever something looks for a specific type of counter, any type of counter will do", which would almost certainly have been a better way of starting this idea. Although I think it would also mean +1/+1 could self annihilate any time you got a pair of them.

Hm. The rules on counters don't seem to explicitly say counters have to be only one sort of counter. I think either way could work; they would presumably clarify the rules if it ever mattered (although it would make sense to assume that counters are only one type, I'm not sure if that's implied anywhere else in the rules).
