What is the drawback?

I'd say "Put target instant or sorcery card from your graveyard on top of your library. Exile ~." No matter what you think about changing the wording, the exile clause shouldn't start with "Then"; that implies bad things.

Call to Mind + instant - cantrip = could cost {1} {u} . I'm less confident about {u} .

I forgot to inlcude the "instead" clause at the end. You are replacing a card drawn with return the instant to your hand. If the old version could have been {1} {u} , I interpreted, though not necessarily correctly, that replacing the draw could be to recur and instant or sorcery from the graveyard could be {u} .
