Why isthe upside that you can pay more in a more specific circumstance?
I would assume you'd want to move the
from the shift cost to the mana cost, maybe for different damage.
Because you don't have any
, and can now use 
instead - provided you obey white's limit.
Should this maybe be the other way around? Maybe that'd be more exciting. Or maybe even, hmmm. Limited Lightning maybe?
Not sure about 'shift' as a name.
Changing the mechanic name to refract. Idk how good that is but I think it is better than Shift.
Secret Infiltrator the upside is you can play the card outside its normal colors in limited circumstances. I feel fine about its cost.
Vitenka I feel like Limited Lightning is cool but serves a different purpose. I'll try designing a few more cards and see if I come to the same conclusion as you.
