I don't think the "no permanents" restriction is actually a restriction. The problem with Once Upon a Time (which got hella banned, remember) is that it was free, replaced itself, and could go in any deck. If anything, it should be like the Massacre cycle, where you have to control the matching land type to keep it in color pie
It's a good restriction on the land ramp of this cycle. Not so much on this one.
Changing all of the cards in this cycle. Removing the 'no permanents' restriction, but changing around the wording on the wheel.
Could this at least say "you may reveal a Swamp and a black card from your hand instead of paying its mana cost", or "you may cast it without paying its mana cost if you control a Swamp"? I really don't like giving a free Coercion to every green-blue or red-white deck in Legacy/Vintage.
