Oooh, iiinteresting. Combine with good old Stasis and let them run out of permanents first, I guess.
There are two cards that skip upkeep: Eon Hub and Gibbering Descent. A quick Gatherer search brings up 958 with upkeep triggers. Should I maybe just say that this doesn't trigger during that bonus turn? Also, what should this cost? I'm not even going to try guessing that.
Oh well, if you just want it to just fire every other turn, that's simpler and much saner and more boring. And I think you can do it by just giving it phasing.
Costliness? Pretty much has to be double blue; and then you hit my "Everything was fiiiine in unlimited" days, and, well... yeah.
Ok, let's see. This is symmetric, and opponents probably get first use. so in that way it's worse than Time Warp (), but on the flip side it's better because it sticks around. Time Stretch is a ridiculous cost (though if you can't win after casting it then you can't win at all) Ok, Timesifter is a good example symmetric and opponent gets first shot similar card. (And a jolly enjoyable and silly one at that) So it looks like 5 is the accepted CMC. I think you'd have to have a pretty good argument to be allowed to cast it at 4, and don't see any reason to raise it to 6.
And for yet another comment on this card, that I can't help commenting on. Howsabout the name "Double Time"?
