Kittypocalypse!
Although the set is quite high on accidentally-kill-yourself mechanics, this one I feel should be involuntary. "At the beginning of your upkeep, if you control a Cat, put a 1/1 green Cat creature token OTB"? Or perhaps Endless Ranks of the Dead in cat form?
Mmmmmmmmaybe. It's already got the involuntary "Tap something if one dies" which can backfire on you.
This, along with some of the other tap critters, should have a cost.

Also; the second ability. EVERYONE always forgot the second ability. Probably should make it something noisier so they forget less often.
I was looking for comparisons, and found Imperious Perfect. Which suggests that an additional cost of
on the activation may be enough. (She was a member of a Lords cycle, deliberately pushed down to uncommon to make the tribe more easily powerful, and a very good card, though.) See also Jund Battlemage and Orochi Eggwatcher: looks like your mana cost of 
was spot on.
cost on tap ability, make forgetting the second ability a very bad thing, if your opponent is even half awake.

If I do expand the set further, I should consider making a cycle of "Cards your opponent watches like a hawk, but out of the corner of their eye so as to not tip you off"

Because (a) the wording on that card wouldn't do what you envision anyway; and (b) the effect of something that would work as you seem to envision would just lead to people actively wanting you to miss your triggers rather than help you remember your triggers to maintain a valid game state.
And in the end you already get punished for missing a beneficial trigger anyway (not getting the benefit) without a designer adding insult to injury.
Usually if you e. g. pass priority and go to the next step/phase missing a trigger that mistake can be resolved by going back and handling the trigger (both players looking out for that), but when you turn maintaining game state into a competition your opponent is encouraged to nit-pick rules and words (famous examples "go to combat" vs. "go to attack").
