Does blue get 2/3 bears with updside? That seems a bit stronger than usual.

Yeah, the cost-effect ratio is off.
I don't see the reason to have a separate Moai creature type. Statues are usually Constructs or Golems - and if they were neither I'd use Statue rather than having a creature type for a specific one.

No, no it does not. That was a costing error.
The reason for the new Moai creature type is specifically a flavor thing. They’re a direct pull from South Pacific cultures, and they don’t really behave like your typical Constructs. They’re not Walls either; they have a mysterious quality that I wanted to capture, and giving them their own creature type gives them an opportunity to have their own thematic-mechanical identity.
Yeah; sets get to do that. It does have the problem that you ideally want to be a bit generic; so that future sets can riff on it. And if you can find something that is affected by older cards, that's nice too.
The former would argue for "Idol" or similar. The latter... well; I can't think of anything that actually buffs constructs, so nothing really there.
But this is evocative and I have zero problems with it. And now this costs 3, the card seems fine. Though I really really want to find some engine that lets me, I dunno, turn Moai into birds, and then the birds into +1/+1 counters.
How about Drone Defender, Dwarven Trainer, Chess King?
