I was told this could work, in that for all official purposes, all players could lose, just that the result of all players simultaneously losing would be a draw.

Well, it's a ramping-up global creature removal; that puts you on a clock. Black could certainly do such a thing. Or maybe red: "Huge personal power? Teensy little downside some time in the future, when it will be too late to matter? Sign me up!" But a clock for a draw instead of a loss - which is then stronger.

Proooobably overcosted though, since it won't go off until turn 14 at least. Could reasonably cost 4, and be a weenie-hoser?

Decreased cost at Vitenka's suggestion. Since the creature hosing is incremental, 4 felt a bit too good, so I went for cmc 5.
