For no extra cost? A cycling deck is not that hard to build and it finds its copy of this pretty easily.

I suppose I may have under-determined what the balance is on the cycling enabled enchantments like this. I can see this as paying 1 to draw, just like Solar Rift could be changed that way.

I changed it to cost 1 to activate, though it does not count discard and I don't know if it should.
