Pretty much, but it doesn't count your opponents cycling, adds discard, and doesn't require payment of mana for the ability, while costing 1 more itself. It's meant to be a cycling-enabler. I think it feels balanced enough for {2}{r}.

The mana cost in the triggered ability of Lightning Rift is actually a security valve that I'd rather not remove. Cycling fuels itself too well.

Do you think one could get away with the tradeoff of adding that security valve of {1} to the ability, but reducing the enchantment's cost to {1}{r}? It's also still different in that it's only trigger by your own cycling and discard, and not any opponents.
