I think it's fine. I might change it to a cycling ability for 3 mana like in Nimble Obstructionist and be on a spell of some sort. It has a lot of versatility, being an easy 2-for-1 on a cycling ability or stopping a mutate trigger.

Tidal Barracude is hard to compare to since it was printed in a commander product making it only legal for that format as well as legacy and vintage. With that in mind, it seems (commander) multiplayer oriented, where its abilities aren't without their drawbacks or at least aren't without benefit to your opponents.
Since you pay extra, I think, this body+effect is not worth mana value 4 - especially on a legendary.
Compare Tidal Barracuda.
The wording is weird, it makes it sound like you could optionally pay more for your flash spells lel

I suppose it might be fine since Squelch hasn't seen that much competitive play over the years... though I mean there's the thing of introducing all the Stifle shenanigans into modern with this efficiency. Weirdly enough, Stifle is currently legal in historic, but not in modern.
A wonky design.
Players are already heavily incentivized to chump-block large attackers with no evasion.
The pay off of drawing a card is also extremely tame. You could have it at least draw like three cards or something considering it's a rare with mana value of 6. As is it's currently completely missing that rare 'oomph'.
Seems very much like a common if you ask me. Somewhat similar to Focus the Mind or say Draconic Lore for example.
A symmetrical Monomania is still a solely black effect the same way Mindslicer is - or heck even Dark Deal.
This sort of effect can be quite swingy at uncommon, I would generally except rare rarity or some lessening factors to make it less consistent or something.
Is it really supposed to be all creatures instead of all of your creatures? Green warping the power of aggro creatures in this manner would be rather weird.
I know this is something that WotC does so every often (I imagine it's most common with creatures) but having this land appear in the same set as a strictly better version of Cycling Swamp at lower rarity is still rather wacky... and that this is a whole cycle as well so there are five directly strictly worse versions in the same set. Like this is also a strictly better Cycling Forest due to how it's strictly better.
What's the white part here? First strike? That's obviously covered by red's pie. Low mana value of exiled stuff? It's not like red and/or blue couldn't do such an effect.
The thing is that white isn't that much into copying instant and sorceries in the first place and that's where the big focus of the card is.

Well, I mean this has nothing to do with white currently, not even the often seen symmetrical card draw part of wheels that white would have access to.
This seems even less red than Brokkos. Honestly seems like this could be monoblue.

Anyways, doesn't feel particularly red to me - both trample and reach are secondary in it and primary in green. The last ability makes me think that black would be more appropriate.
