It seems a bit powerful for a common, being able to double spell and have a harmonize, and also I already have two commons that can draw multiple cards, optify & of one mind
There's a ton of green cards that are either this directly as a creature or are sorceries that spawn 3/3 exactly in this manner. I don't know what this makes red at all. There are no vanilla 3/3s in red but plenty in green. I would expect it to have some red ability and/or have red oriented stats, say like 3/2 or 4/1.
Affecting other permanents in this manner is a red-flag at common according to NWO rules afaik (adds more stuff to keep track off).
Doesn't feel like a rare at all. Like Sacred Excavation wasn't a rare either. Definitely uncommon material IMO.

Why red over any other color or colors? The current precedents would be Supply // Demand and Glittering Wish that would imply the colors for the effect would be

Seems like one of those 'bulk bin rares' that hardly anyone moderately enfranchised with the game would bother to try using. I guess you could potentially steal some wins with it in limited.
I would say Bone Picker at common is rather crazy for any standard-powered set. Currently it's only common printing is an online-only extra-pricy premium set from what I can see (so at least in part it's assumedly a common there to raise the overall value of opened packs and also the set generally has a higher power level).
Say you draft 5+ copies of this (which you can do due to it being a common) then have one or two early removals or things you can sack, so that you could drop two or three copies of this relatively early on. That seems like close to insurmountable amount of pressure in limited and is way too consistent to pull off if this is a common.
Design wise that also seems contractionary to the original goals of the set as I understood them, which was to be somewhat similar to Worldwake - as in 'battlecruiser magic' that has somewhat slower of a pace overall. Early evasive 3/2s implode that concept wholly.
It's also notable that currently the set has very few fliers at common, so this would often be uncontested in it racing players to death which would additionally pronounce the problem play patterns.
This and Reckless Bird maybe feel a tad too similar to each other with both being
1/1s at common with evasion focus.
