Just to check my understanding of Underly (which I suspect wants to be "Underlie") - this is either for "Regen & Tap", or 1 for "Regen, Tap, and 5/5 Trampler"? I can't delay paying the Underlie cost?

In any case, note that even mono-green pays 6 for a vanilla 5/5 trampler (Moss Kami). Admittedly, the colour weight here is heavy and you do need two target creatures in order to cast it; but the targets shouldn't be hard to find, and Blue does not get efficient fatties.

This kind of ability is really dangerous with stuff like Serum Powder and Demonic Consultation running around. It's somewhat alleviated by the fact that it's legendary (which especially makes the Consultation combo require a lot more setup), but I don't expect to see this get hardcast a lot, and it might even see significant use in completely off-color decks.
