Hee! That's an exciting card. Needs to be rare, as per the examples of Mizzium Mortars and Cyclonic Rift which are both a common effect that can upgrade to a rare effect with lots of mana.
Would probably be more simply worded as
> When CARDNAME enters the battlefield, draw three cards at the beginning of the end step.
But for 8 mana you might as well have the simpler version
> When CARDNAME enters the battlefield, draw three cards.
Compare Regal Force or Prime Speaker Zegana. Or for that matter Consecrated Sphinx.
Missing P/T. This is rather cheaper than this effect has been before - 4-drops normally make 2 mana (Argothian Elder and friends). Elvish Aberration was 6 mana.
