It was originally R/B and only triggered when an opponent cast an instant or sorcery. Needed a boost.

Hmm. So it's... 2/3 flying, pseudo-lifelink. Lifelink-for-both-players. Not very inspiring.
Seraph of Dawn certainly wipes the floor with this, but that was an exceptionally strong common. Still, I think this could be 2/3 flying lifelink without raising any eyebrows.
I don't know what this was before, but it definitely fits in blue now.

Is it just me? Or is this card anything but red/blue? You wouldn't think team Izzet would discourage people from casting spells...
To be honest, though, I'm not sure what colors I would make this. Perhaps just white?

Only real problem I see is in draft - if you're playing
your opponents probably aren't, so they're less likely to be chucking instants around.
Mmm. "Search through the top seven cards of your library for two cards and put the rest in your graveyard (that's a good thing)" is pretty powerful. Heck, even draw 3 cards, discard a card is strong compared to Compulsive Research.
To be honest, though, I'm not sure how powerful 7 then 5 is nowadays. But for comparison's sake, Ancestral Memories costs


, and that card gets a 3.36 star rating on Gatherer, which is respectable, but not pushed.
Unless you're close to being milled, I doubt anyone would decide to go for anything other than the last two options. Perhaps make it choose two with three options, have the second option result in net gain 0, and the third net gain -1.
Still, very interesting design.
