  I think it's all fine up until the final clause. I'd say "If that card shares a card type with the discarded card, then put that card into its owner's graveyard, and then repeat this process."

  That's assuming that what should be repeated includes making them discard a card. That's the way it happens as worded right now. (I always find "Repeat this process" cards confusing, but that's the way Wizards use them.)

  This would probably be worded as:

  "Creatures you control with power 4 or greater get +2/+2 UEOT. Creatures you control with power 3 or less get -2/-2 UEOT."

  Also, I think it's a black spell.
