well Boomerang is nowadays recognised as absurdly silly at common. I used to have a "Mana Denial" deck that used Isochron Scepter & Boomerang to lock opponents at 2 land all game.
If it was a mountain INSTEAD and its controller isn't playing Red he'll just never tap it unless he absolutely has to. As is, if you hit his only source of a particular colour with this, he has to still use it or not cast anything of that colour.

Mmm, a Tome Scour Spellshaper has definite potential to win games if it's not killed. 1/1 is the right size for it.

They do print Regress at common though, and this is Regress except made slightly nicer, slightly worse, and a lot more wordy.
