Yeah, I wanted it to be a kind of self-fueling engine for the artifact deck, but in retrospect it probably doesn't need the ETB. I do like the concept of an ETB doing something powerful if you meet a condition, but otherwise having a minor effect like scrying. I'll try and apply that effect elsewhere in the set.

Huh. Empower is an interesing subgame. Half your spells are better, choose carefully which half. I like it.
