I actually suggested exactly the opposite. Would people play this right if it didn't target and use the stack? Maybe.
Anyway,, if you remove the target in take an oath you obviously cannot have it on this card either.
So you suggest Taking an Oath not targeting? I'm fine with that, if it makes things run more smoothly.
I was really puzzled by that static ability for quite a while. I suggest wording it as "put an additional +1/+1 counter on the targeted creature." It makes the connection cleaner.
Btw, if you insist on targeting with take the oath, then you need to use "When you do" over "If you do". Static abilities cannot target.

I opted for all-players-mill based on your tapped creatures, because if you want to mill as punishment for your opponents, they may not have a field that would make this card useful. While there currently no plans for any significant use of the graveyard in this set, self-mill would play with the Salvage and Recycle mechanics in the preceding Envertol set.
Are they five? Or are they really just four - the number of allied-colored guilds on Ravnica.
What's the game plan behind this should this maybe mill each player based on the number of their tapped creatures?
The cycle served no purpose. I intend for all five colors to have cards liking and disliking tapped creatures.
Perhaps beefing the creature up isn't the way to go universally for the cycle. I could give each deputy an ability based on their color, but with each deputy having the same requirement.
