Well, I guess in the right set this is a madness enabler? But yeah; it's strictly worse than just not putting this card in your deck, in two ways. That's kinda impressive!
Compare this to Tormenting Voice.
At this cost and with this limitation, I think you could put the card directly onto the battlefield.
Mono-black explicitly has trouble destroying artifacts and enchantments.

This is 1) very powerful (consider that searching for a nonbasic land is rather uncommon, and that this searches for any land for only ), and 2) not within Blue's slice of the color pie.
Most of the time, only black can search for cards without restriction: • Green can search for lands and creatures.
• White can search for creatures in limited ways (usually small creatures), and for Equipment, Auras, planeswalkers, and sometimes enchantments.
• Blue can search for instants, sorceries, and artifacts.
• Black can search for anything.
• Red is the worst at searching, but can occasionally search for artifacts/Equipment and Dragons.
Every color can theoretically search for its own basic land type, and I think all colors have access to tribal searching.
I don't think it needs the life payment. It's not a great tutor unless you only have a couple of hits, in which case "exile half your deck" is a pretty good cost
I guess you could run this as a 1-of in any deck that wants to exile your entire library, but otherwise it's just worse than most tutors, right?
I think this might be overly expensive, especially when you consider that it might whiff and hit either a land or something you can't cast when you're down four mana.
