Well, I guess in the right set this is a madness enabler? But yeah; it's strictly worse than just not putting this card in your deck, in two ways. That's kinda impressive!

Compare to Faithless Looting (though that's admittedly quite powerful and no longer strictly in-pie for red) and even Insolent Neonate.
