As for the card: it reminds me a little of Charmbreaker Devils. There's one big confusing aspect: the cost-reduction cares about sorceries, but the upkeep trigger cares about instants or sorceries. Should definitely make them both consistent, one way or the other.

Delver can suck it. It's got plenty enough cards. I'm much happier seeing a friend for Magnivore.
not caring about instants probably pushed this out of the realm of playable for delver decks. They would really want this card.
