I wouldn't qualify it as color hate when it affects 4 out of 5 colors.

Given this does Mass Calcify (+) + Purify (+) AND has Cycling (+ in mana cost?), it should cost wayyyyyyy more. It's like Akroma's Vengeance that's better on almost every front. I think I would cost it as somewhere along the lines of or at least as I see it being comparable to Decree of Pain somewhat IMO.
