Whoa, old-school direct colour hate. Way too cheap for a one-sided wrath.
I wouldn't qualify it as color hate when it affects 4 out of 5 colors.
Given this does Mass Calcify (+
) + Purify (+
) AND has Cycling 
(+
in mana cost?), it should cost wayyyyyyy more. It's like Akroma's Vengeance that's better on almost every front. I think I would cost it as somewhere along the lines of

at least as I see it being comparable to Decree of Pain somewhat IMO.
Akroma's Vengeance is the clear inspiration here. In-format it's pushed, but not as good as you think (it is for a custom format with weird rules). There is no guarantee that you will control white creatures when you cast it. And the triple W cost can be prohibitive if you've chosen to lean into other colors. I effectively see the 'nonwhite' clause as flavor-based trinket text. In a world of mono colored factions, the white leader wouldn't order the destruction of her own people.
