Mechanically all those "sacrifice a lot of your permanent resources/lands to get an OP effect cheaply" cards are something to be used extremely sparingly.
This one doesn't sound very inviting.
I like to imagine this working by diving into the swamp with a giant 'sploosh' and everything else ends up back on dry land, as zombies.
It's Jayemdae Tome, and also produces blue mana.
It's a rule of thumb that lands can be about as powerful as a cost artifact; that's a cost one, so this is a bit too good.
As another rule of thumb; would every deck splash 4 of these, even if they didn't otherwise need blue mana?
