I qouls use Fling as basis to cost and word this card.

While the restriction to life loss is making it generally worse toughness comes by cheaper. I think is alright.

At common I wouldn't start out with hevay color commitment at low converted mana costs.

Not really. I've seen bad bulk. Bad bulk is considerably better than this.
