I have no idea if this is balanced or not. Help.

Is the cantrip cost far too low, or is it okay here? Also, how powerful does the scry ability seem? Too restrictive with the lore 3, or far too powerful with the ability to rearrange and tuck 8 cards?

Looks about right to me. At 6 mana you can get "whenever you cast a spell, draw a card" with certain restrictions - Recycle / Null Profusion, Future Sight, Soul of the Harvest / Primordial Sage. An upfront cost of 3 followed by a recurring cost of 2 seems okay.
