This seems unnecessary weak powerwise when compared to Swift Justice and Rush of Vitality for example.

While not every card needs to be the most powerful it could be... a strictly worse card is rarely enjoyed. It's also odd that this is named 'curse' when it's purely positive.

If vampire tribal is a thing in set, it could make the target a vampire which would be sufficiently different to matter?

Now that's a LOT more interesting. Kill off a toughness2 creature; or circumsantioally deal 2 extra damage and lifelink. Neato.
