Hope I did a good job showing off how cool I think this guy is.
But i'll explain verbally just in case: Imagine him as the Nicol-Bolas of this set (or rather this TV show) he's that villainous character who is the subject of all the fan theories. He's the one when he shows up he says some shit and you're shook.
The only real image I have of this guy is the following (which i'll narrate my best):
An old man walks up to a Dragon. It's normally unwise to approach a Dragon, but this man is on the verge of losing all he holds dear. He speaks in his own language, "What have you done?" he questions. The Dragon the turns his back from the single, swaying tree. As he turns his face becomes shadowed by a swirl of rotting leaves.
The Man checks behind him, as he feels physical dread leaking down the back of his neck. He glimpses his home and his world screaming, hands outstretched as flame envelops them. His neck is craned back to the Dragon not of his own will.
The Dragon speaks, "All that is is Fear" he speaks, "Are you scared?" he probes.
The Man falls, his grip on reality begins to loosen, he lets out a moan as he falls to the Underworld.
The Dragon watches the man's sightless corpse, face revealed for none to witness. He does not scoff, the man was right to fear. He begins to shimmer, leaving the ruins behind him.
Is that mana cost for real? You have to active the first ability (ie. discard three cards) to even get the chance to go for the second ability. This card is unplayable. With these stats, I could see this card costing
or so. Currently it costs 

more than that.
Good point. I wanted to give it a feeling of Festering up Fear (ie by discarding (going Mad) you gain access to losing everything you love (twice!)

Shouldn't the person going mad and losing everything they love be the same by that line of reasoning?
Each ability represents a different state if that's what your asking.
The first one is the Fear growing / hurting / controlling them
The second one is them taking inventory of everything they own and realising how much they have to lose
and the third one is them losing everything
