Technically, you want "equal to or less than", otherwise the card is as narrow as it possibly can be. Given the fact that most decks have the bulk of their cards around 2-4 CMC, you are actively discouraged from playing Islands in this deck.

On the other hand, repeatable counterspell on a permanent is definitely a no-no.

Okay, I'll try to change the ability to something that still fits into blue but isn't a counter. Thank you for your ideas!
