As written, it doesn't prevent the damage, so it seems pretty bad. If it's supposed to prevent the damage and tap it instead, then yeah it's really powerful (but should be white instead out blue).

ah okay. to keep this in blue's color pie slice, maybe I'll change it to a repeatable counterspell, though I don't have a great idea of how to balance that
