Designed from the initial concept of "blue Explore" which first resulted in Time Lapse and now in this - though this is more of an "anti-Explore".

Also, I guess this would be a {u/r} if not outright mono-{r} card now..?

Yeah, mono-red is in the cards now. We haven't seen the pure effect yet - and I kinda don't want to. :)
