Not sure how powerful this is, but hopefully it's a decent build around.
Well, on its own, it's mill 2 which is fine. In a limited deck built around it deck.. it's maybe mill 10-14. Which is a 4 turn clock starting on turn 4; so that's strong; but fine too.
An enchantment theme set would have ways to remove enchantments, after all.
The scary thing is some kind of "All permanents are enchantments, and I clone them all a couple of times" - It would be terrifying in (a set like) Theros constructed. That could well be "Cast this, no counter or removal? Mill 60, win."
Which is a point - there should be a window to be able to deal with it. Maybe take effect in your upkeep?

That's reasonable. Since most of the enchantments in this set are cards that you can remove manually, I felt that end step was a little necessary to get maximum value. But forcing the opponent to spend their mana removing Talismans also delays whatever game plan they're going for, so upkeep it is.
