Yeah; this effect could plausibly just cost {s} or {w}. And I just realised that {2}{s}{w} should be pronounced "Snow white and the ugly sisters" :)

Anyhow; this kind of boring utility effect certainly has its place in a set. Whether you want precisely this (and downcost it a bit) or something else I don't know. Certainly the theme of being detained seems fine for a snow effect.
