You make a lot of these "When ~ attacks, you may pay {x} to create N tokens" cards. Sometimes it makes more sense than other times.

For this card it does very little. What's the of using this ability here?

Having a lot of deathtouch creatures is very strong. Even with the conditions on it, this is an incredible bomb if it gets to attack. And if it lives, it's unbeatable.
