Green does care about lands, but if you're casting a spell that costs mana, you're almost certainly going to control a land when it's resolving.
Even at one mana, a spell is allowed to do a bit more than just draw a card.

This can be tricky to prove, since many of the one mana cantrips in green target a creature, which could theorhetically make them 'worse' than a sorcery that draws a card (you need a target to cast them.) But here's a small list of cards that are a cantrip plus at
without targets.
Abundant Growth
Unbridled Growth (With both these spells you need a land. But that's the point of 'Discovery' anyway.)
Insist
Conjurer's Bauble
Attune With Aether
Lay of the Land
Traverse the Ulvenwald (These last three cards assume that you have sufficient basic land in your deck, and that you're okay 'drawing a land'. They aren't perfect examples, but they help show what 'card drawing' can do for one green.)
There's also Dissenter's Deliverance and Tranquil Thicket.
Cycles for a Green! Yes, absolutely.
This card is so awkward that it's funny. Is there enough novelty in that to justify its existence though? Probably not.
