Potentially broken? Should the P/T be lower? The idea is that any one of the fulfilled requirements can trigger the card draw.

Buhhh. Every creature in your deck is also a cantrip?

That's gonna be the case whatever P/T you print it at.

Maybe some kind of really awkward P/T which results in bad creatures most of the time... 2/5 (up the CMC to 4)?

The "or" just means you only have to match one or the other.

Higher CMC is both good, since it means it goes off later - and bad; since it triggers on better stuff.

It's a great idea for a card. And CMC3 has precedent in the white Kyrin. (Can't remember the name, gatherer is down) But the P/T part might be a lot too much.

Oddly, this is one of those strange cases where making the card worse makes the card better. See also: Skullclamp.

If you decrease this creature to be a 1/1, then every time you cast a creature with one power, or one toughness, you would draw a card. Those cards are typically cheaper... so you'd be able to riff through your deck much faster. Weird.

If you wanted to power down this card by messing with the p/t, I'd suggest making it a 0/5. Five toughness is harder to pull off. And while 0 power creatures could, theoretically, be cheaper creatures than one power creatures, there are a lot fewer of them, so the selection would be lower.

Personally speaking, I get the impression that this ability would be best served on a more expensive creature with a greater power and toughness altogether. Maybe a Water Elemental that costs {4}{u}{u}. That said, I really like what this card is doing. And if I was on the development team, I'd want to try this version first, just to get a feel for how far the envelope could be pushed with this mechanic.

So why not have the version where all of the three requirements must be fulfilled? So for example now it would require you to play creatures that are Gray Ogres. Otherwise those requirements are so easy to meet that this should be a {g} creature instead: drawing off creatures is more of a {g} thing: Glimpse of Nature, Primordial Sage, Soul of the Harvest, Regal Force, etc.

Thank you for the comments everyone. For some context, I avoided setting the P/T too high specifically to avoid seeming more like a {g} card. It specifically riffs off of cards like Bygone Bishop and Mentor of the Meek, albeit in a blue-r fashion in that it cares about noncreature spells as well as the normal stats found on creatures. I think setting it with more awkward stats is something I want to try, though I am partial to keeping it at 3 mana since that is a theme of the set. I have thought about moving this to {g} but for some reason I feel that {u} is more interesting (since you will be splashing more often due to blue's smaller creature pool). My initial thought was to change this to a 1/2 or a 0/3, so I might try that first if it proves to be too much value before moving on to something like a 5 mana 3/3.

EDIT: Came up with something that is a bit more specific. Trying this instead.

New version. Now forces you to play 3 mana dudes or 2/2s! A little harder to build around but still feasible. Didn't want to make it "match two of three" because I still want 3 CMC noncreature spells to trigger it.
