Is there a reason this, Drifting Nautilus, Pinehollow Caribou, and (((Kael Marshal))) are "may" effects, but (((Azzak's Charioteers))) isn't?

Not in the slightest. I think I lean towards may, but copy pasted Charioters straight from Goblin Battle Jester. Can't block is arguable the one that is least likely to cause problems for you if mandatory, but would like to change for consistency.
