Maybe could be rare. This is an interesting take on Mnemonic Wall, but one issue is that right now it doesn't do anything -- each card with tutelage grants a separate static permission to cast from exile as it resolves, and it you look at Balaak I've written out the casting from exile permission longform there. This actually does make me wonder though -- perhaps it would be a good idea to introduce "teach" as a keyword action with some actual rules meaning behind it. The reminder text for tutelage wouldn't change, but Balaak might look a lot nicer.

This means I can cast it one more time, right? Not indefinitely (i.e. just Snapping everything in my sight or Dark Ritual for infinite)?
Prowess and Hexproof on a 2/4 make this a nightmare to get rid of.
Taught cards are in exile, when they resolve they go to the graveyard as normal. So yes, just one cast.
Definitely costed for constructed ATM.
