­Disallow meets Teferi's Response. Unsure if should cost three or four. While the knowing triggered/activated abilities is usual raised to rare its power level should be fine at uncommon. (if raise cost to four add Void Shatter rider and shift destruction of permanent to exile.)

I don't think a counterspell should be destroying the source permanent at lower than rare. This is much, much better than Voidslime.

I think this would be a good spell at four mana. I could see a CCDD cost like is currently all the rage in GRN.
