I'm not sure if this might have some rules complications to do with the order abilities are granted. It might turn out to be fine. You could also try this version:

> {r}: Target creature with flying gains double strike UEOT. Any player may activate this ability.

I like that idea. Since it could work for both players I think it would allow for the CMC to be lowered.
