Is that supposed to be an optional additional cost?

I get the impression that formatting like Evoke would make more sense:

Tie the weave {1}{w} (You may cast this spell for its tie the weave cost. If you do, it's sacrificed at the end of turn.)

Also of note, if you sacrifice 'at the beginning of the next end step', that means you can cast it during the end step, and let it ride out for next turn. Maybe that's what you want. It does give more credence as to why this Arrest has flash--to cheat it into play at the end of your opponent's turn.

Unfortunately triggers need to be at beginning of end step, not end of turn, unless you want the really hacky beginning of clean up which exists only in oracle text I believe.
