Power level of this seems really pretty low. Given that blue gets 1/2 flyers with an ability for {1}{u}, could this just cost {1}{u}?

This is probably 3/4 of unblockability on attack, but slightly better on defence; Blighted Agent suggests 1U can get 1/1 unblockable plus upside so that would probably be about right.

I suppose it could be cheaper, but I like the symmetry. The three Sky Fish are all X/X for {x}{u}{u}, where X is 1, 3, or 5. I want to keep the symmetry somehow. What if they cost {1}{u}, {2}{u}{u}, and {3}{u}{u}{u}? Or am I trying too hard?

Hmm. Weirdly, that's fine for the 2-mana 1/1 and 6-mana 5/5, but is a little above the curve for a 4-mana 3/3. I think you could get away with it... blue doesn't get a Phantom Monster very often these days, but it gets Snapping Drake all the time so it ought to be fine.
