­Reckless Charge already exists without being so narrow that it can only target legends, and with the ability to use it a second time. Instant speed on a haste enabler is not particularly relevant.

How 'bout sorcery +4/+0 haste, scry 2 if that creature's legendary? It still is more likely to be grabbed by whoever is trying for legendary draft,
