Black doesn't really do self-bounce, does it?
Neither does red, yet there's Stalking Yeti. I suggest sorcery speed. It drops the functionality considerably.

Not sure why Cold Snap doesn't count. I did choose not to use Grinning Ignus because people have a problem with Future Sight, but that makes two if you'd like.
Also, if we're getting technical about it, Red is the only color where creatures return to their owner's hand at sorcery speed. So, as far as I'm concerned, it's number one in that ability.
Old sets don't really make good precedence either, and Cold Snap was designed in the style of Ice Age. The sandstalker ability is still red, though, which is similar. No matter, though, since this card is neither red nor is really about the bounce.
No matter how we feel about the ability, I'm pretty sure we can agree on this: Flavor-wise, the card would make more sense if it returned to your hand from the graveyard instead of the battlefield.

It's like a veilborn ghoul relly
I think a 5 mana repetitive kill spell is fine, especially in context of the block, which sees 1/5 of its permanent as artifact.
